CAPITAL IMPROVEMENT PLAN (CIP) Information

The Riverside County Flood Control and Water Conservation District (District) maintains a capital improvement plan (CIP) which is a long-term strategy that outlines the District’s plan for funding and prioritizing major infrastructure projects over the next 5 years and includes details on project cost, funding sources, and implementation timelines. 

The District holds two annual CIP related hybrid meetings for each of the District’s seven Zones. Both meetings are available for in-person and remote attendance.

  • Meeting #1 - CIP Public Hearing [typically held in December] provides an opportunity for private citizens and municipalities to voice their concerns and request projects they would like the District to include in the CIP. 
    • Such requests can be submitted in writing/electronically using the Capital Improvement Project Request Form (preferred and typically available online in October) or verbally at the CIP Public Hearing. 

    • Project requests can be submitted at the CIP Public Hearing for each respective Zone, although submission prior to the CIP Public Hearing is preferred so that projects can be evaluated by District staff before presenting to the Zone Commissioners. 

    • The District’s Zone Commissioners will review and consider all capital improvement requests for inclusion in next CIP.

    • The District will work with the Commission to develop a prioritize plan for the projects that have been presented.

  • Meeting #2 – CIP Public Workshop [typically held in February] to discuss the Draft 5-Year CIP with the Zone Commissioners.  There is usually no opportunity for the public to approach or speak to the Zone Commissioners, however the public is welcome to attend.
    • District staff will present the Draft 5-Year CIP to Zone Commissioners based on the financial position of the District.

    • District staff will review the goals and prioritized plan that was set in December and update the Zone Commissioners on how and what we’ve been able to accomplish with regards to that prioritization.

    • Confirm with the Commission whether we’re consistent with what we talked about in December.

Request the Commission to recommend the District to move forward in submitting the 5-Year CIP to the Board of Supervisors for approval for the next fiscal year.
