Santa Margarita Watershed Water Quality Improvement Plan (WQIP)
The Santa Margarita River Water Quality Improvement Plan (WQIP) is a requirement of updated stormwater regulations adopted by the Regional Water Quality Control Board (Regional Board) according to Order No. R9-2013-0001, as amended by Order Nos. R9 2015-0001 and R9-2015-0100. The ultimate goal of the WQIP is to protect, preserve, enhance, and restore water quality of receiving water bodies. These improvements in water quality will be accomplished through an adaptive planning and management process that identifies the highest priority water quality conditions within the watershed and implements strategies to address them.

Watersheds are based on geography and do not follow jurisdictional boundaries. As a result several Agencies are working together to create a WQIP which allows them to address both regional and jurisdictional water quality improvement goals.

Public Participation in WQIP Development
In the development of the WQIP, meaningful public consultation will ensure the transparency, efficiency and ultimately the effectiveness of the WQIP. Consequently, interested members of the public will be able to participate in the development of the WQIP in the following ways:

  • Notification. Using the link below, request to be notified of key WQIP development milestones and activities. Notices will principally include upcoming meetings and availability of documents for review.

  • Participation. Participate in calls for data and the formulation of objectives and approaches. There will be a minimum of 2 calls for data.

  • Consultation. A Consultation Panel is being formed to specifically seek the opinions of key interested and affected groups to guide the completion of a high quality WQIP.

Current Status

The Consultation Committee is reviewing the draft WMAA. Comments are due December 19, 2017 to be included in the final submittal to the San Diego Regional Quality Control Board on January 5, 2018.

Monitoring data used in the development of the WQIP can be found on the California Environmental Data Exchange Network (CEDEN) website. Additional information and data is also available on the Southern California Monitoring Coalition (SMC) website.

The majority of GIS data used to develop plans and reports can be found on the Riverside County Geographic Information Source website at

Typically, the WMAA is presented as an appendix to each watershed’s WQIP; however, there is also a regional component to the WMAA. The Santa Margarita Watershed Management Area Analysis is currently undergoing discussion.
